A Council motion to have the police stop enforcement isn't the way to go. The Police Service leadership across Canada need to have those conversations among themselves, stakeholders and with the Crown prosecutors and assess the value of this kind of action without City Council being involved.
Look, it's not an easy problem at all and we're not going to solve it with a City Council motion.
