It's well known that variations in the permittivity of free space affect the speed of light. Einstein proposed this idea first in 1907 and then again in 1911. In this video, we look at how variations in the speed of light, specifically permittivity fluctuations with chaotic and fractal characteristics, are related to paranormal phenomena, including orbs, bigfoot, cryptids, haunted sites, crop circles, and UFOs/UAPs. Dr. Hal Puthoff mentioned this idea at the 2018 meeting of IRVA/SSE organizations in relation to the US Governments' AAWSAP and AATIP programs. Here, we expand it to more types of paranormal phenomena and coherent matter. Hal's colleague, Ken Shoulders, showed that permittivity decreases within orbs, charge clusters, and exotic vacuum objects (EVOs). Therefore, condensed matter phenomena change the speed of light and exist in a different frame of reference from ordinary reality. They may even as totally black or invisible objects with long lifespans of several days or more. This idea was confirmed by the research of I.M Shakparanov when creating condensed plasmoids in the lab. He found that the photos of these objects are blurry because of oscillating permittivity.
