Decrees are made by Sovereign Powers, Kings, and Rulers. Every action is carried out from words. The words could be spoken or written, it doesn't matter the mode by which they are made. Jesus spoke to the tree and it died. He also commanded the storm and it ceased. When the Centurion came to see Jesus, he reiterated that Jesus should only speak the word to effectively heal his servant.

In Psalm 138:2, "God has highly exalted his Word above his name".

The name of a person has no power when he cannot be trusted, but we see Jesus, who has been given a name that is above every name (Philippians 2:9)

He can be trusted because there was no guile in his mouth, even at the point of death
