//The Wire//2130Z April 29, 2024////ROUTINE////BLUF: HOUTHIS DOWN ANOTHER AMERICAN DRONE. PROTESTS INTENSIFY IN IRELAND. THE HAGUE ESCALATES INVESTIGATION OF ISRAEL’S ACTIONS IN GAZA.// -----BEGIN TEARLINE------International Events-Red Sea/HOA: Over the weekend Houthi forces released proof of their shootdown of yet another American MQ-9 Reaper drone in Yemen. AC: This marks the third shootdown of a $30+ million drone in Yemen since the conflict began in October.Ireland: Mass protests against immigration continue as authorities crack down on demonstrations. Since protests began, Gardaí forces have responded with a heavy-hand in many instances, causing further outrage throughout the nation. On the other hand, demonstrators set fire to an immigrant processing site in Newtown Mount Kennedy last week, as anti-immigration demonstrations become more deliberate and organized.Scotland: First Minister Humza Yousef has resigned following months of struggle to maintain his coalition government. The Hauge: Israeli media has reported that the International Criminal Court (ICC) is preparing arrest warrants for those who have engaged in widespread war crimes. Though no details have been made public with any reliability, various high-ranking Israeli defense officials and politicians are rumored to be on the list, to include PM Netanyahu.-HomeFront-Arizona: A BNSF Railway train derailed in Lupton, near the New Mexico border. As the train was carrying a cargo of propane and gasoline the subsequent fire resulted in the complete closure of I-40. Currently, the eastbound lanes of I-40 are still closed pending the investigation and incident recovery. The cause of the derailment is under investigation.-----END TEARLINE-----Analyst Comments: The recent rumors surrounding the ICC potentially getting involved in the Gaza conflict is substantial and vastly more impacting than the previous judgements against Israel from the International Court of Justice (ICJ). Of note, the ICC has also publicly stated they are examining the same investigation for Hamas leadership. However, if the Hague becomes involved to the point of issuing arrest warrants this will continue to highlight the vast differences in the style of warfare that Israel engages in.On the other hand, various pro-Palestine movements around the world have succeeded in overshadowing and warping what would have been a legitimate series of concerns, had a more deliberate separation of issues taken place. As it stands, there are very few public movements who do not support Israel’s actions as they pertain to the Geneva Conventions, but also do not support a global intifada or Islamic jihad. Protests and demonstrations around the United States and Europe are incapable of separating the two issues, which often results in apathy or exasperation with both sides of the issue. There are absolutely zero protests around the United States that desire to call attention to Israel’s actions in Gaza, without simultaneously and immediately turning into a protest supporting a global jihad. This is likely intentional, based on the funding sources of these protests, and intended to detract from the legitimate concerns present as the conflict rages on. Admittedly, this series of issues runs much deeper than the recent flaring of tensions in the Middle East. However, the impacts of these observations will become more apparent as current American foreign policy is shaped for the future.Analyst: S2A1//END REPORT//

//The Wire Weekly Rollup//April 21-27, 2024//-----BEGIN TEARLINE------International Events-Niger: The situation regarding American military presence at Base 201 and at the Embassy compound in Niamey has deteriorated significantly following weeks of increased tensions in the region. A few weeks ago, Niger demanded that the United States leave Niger, and has in effect created primitive blockades around the Embassy compound, as well as Base 201. This has created logistical difficulties and food and water have become hot commodities among the soldiers and diplomats who have been stationed in Niger.Taiwan: This week saw a continuation of substantial earthquakes throughout the nation following the recent cluster of earthquakes that struck the region a few weeks ago.-HomeFront-USA: This week large scale demonstrations and have begun in accordance with the traditional unrest coinciding with American election seasons. Most of the demonstrations have been confined to universities and Ivy League institutions as extremely well-funded professional protesters organize encampment and sit-in operations on campuses around the country.Following recent Congressional actions to force TikTok to divest their company to American ownership or face an outright ban, TikTok CEO Shou Zi Chew has indicated that TikTok will not be divesting and would rather halt service to the United States than cede their company to American interests.-----END TEARLINE-----Analyst Comments: As protest season continues throughout the United States, the nature of protests has varied widely, with often contradictory messages and causes being rallied for or against. As such, chaos has often been the result for one reason or another at these demonstrations. The impact of media has also been instrumental in shaping information operations on all sides. In some situations, genuine and inexcusable police brutality has resulted in innocent people being harmed. However, in other situations violent demonstrators who were assaulting everyone in sight mere seconds before the camera turns on, suddenly claim victimhood when they themselves were the aggressors. In some situations, peaceful demonstrators have been arrested for exercising free speech. In other situations, demonstrators have engaged in violent acts, while claiming on social media that they were peaceful. Consequently, wading through social media to determine aggressors and victims in each specific circumstance is often a futile effort while the chaos continues.Analyst: S2A1//END REPORT//

//The Wire//1800Z April 27, 2024////ROUTINE////BLUF: KENYA PREPARES FOR OPERATIONS IN HAITI. GAZA PIER CONSTRUCTION CONTINUES UNDER FIRE.// -----BEGIN TEARLINE------International Events-Middle East: Israeli forces continue staging forces in the south, likely in preparation for the ground invasion of Rafah. AC: The invasion was approved at several levels of command a few weeks ago, but much like the invasion of Gaza City, Khan Younis, and other cities, operations have taken longer than expected to come to fruition. In Gaza, the pier being built by U.S. Forces to facilitate the more direct delivery of food aid has already come under attack by unknown assailants. At least one indirect-fire mortar attack has been reported since construction began a few days ago.Haiti: Kenyan President Ruto has stated that the peacekeeping force mobilized to restore order to Haiti is ready for deployment. 1,000 police officers will be deployed as combat troops throughout Haiti, though no specific timeline remains for the start of the operation.Armenia: Tensions continue to rise following weeks of political turmoil that has threatened the tepid peace in the region. As part of a tenuous peace deal, Armenia has agreed to return four villages in the border region to Azerbaijan. These villages have been host to much debate after being occupied by Armenia in the 1990’s. However, locals living in the villages (and Armenian soldiers, local to the region) do not approve of this transfer, with recent protests highlighting the fragile nature of the peace agreement.-HomeFront-USA: Protests continue at universities as before. As expected, protests and demonstrations have steadily expanded to include more universities.-----END TEARLINE-----Analyst Comments: Though any sort of police force whatsoever is likely to restore some sort of order around governmental facilities in Haiti, such few combat troops are unlikely to be as effective as intended in a failed state with a population of 11.5 million people.Analyst: S2A1//END REPORT//

//The Wire//1700Z April 26, 2024////ROUTINE////BLUF: WHITE HOUSE CREATES FEDERALLY DIRECTED CLIMATE ACTIVIST ORGANIZATION, ANNOUNCES NEW TAXES FOR NEXT YEAR’S BUDGET.// -----BEGIN TEARLINE------HomeFront-USA: Encampment demonstrations and general unrest continues at approximately 40 American Universities and Ivy League institutions. Large scale arrests have frequently been observed, along with a generally overwhelming police presence.Washington D.C. – The White House has proposed nearly doubling capital gains tax to 44.6% as part of the next federal omnibus budget bill. This proposal also includes a 25% tax on unrealized capital gains.Yesterday the White House also announced the implementation of the American Climate Corps, a first-of-its-kind federally-run activism organization. As per the announcement by the White House, no experience is required, and over 2,000 paid positions are available around the United States. This program will also provide a “streamlined pathway into federal service, either immediately upon completion of a single term, or through completion of multiple terms of service”. Applicants will be embedded within various federal agencies (for indoctrination purposes) as part of the training pipeline, and upon completion of the training schedule, will be deployed to various strategic locations around the United States. Agents will specifically be deployed to rural areas and communities, with the goal of mobilizing locals and developing local activist networks.-----END TEARLINE-----Analyst Comments: At face value, the ACC seems like a “young leaders” program centered around the climate agenda, all financed by taxpayers and directed by the White House. As “education” and “mobilization” is part of the program, the historical implications begin to become more obvious, and vastly more concerning.Throughout history, similar organizations have been used to further blur the line between federal activities and the private sector, in addition to offering the convenience of plausible deniability. As such, similar organizations have been a crucial stepping-stone in the mobilization and turning of social groups, into more official and organized federally-directed paramilitary organizations. As almost all climate activist groups in the United States resort to violence at the first opportunity, the implication of such a program is quite clear. Implementing this program will almost certainly result in an increase in the efficiency of climate groups within the United States from the perspective of direct federal guidance, granting the White House full command and control over at least 2,000 re-educated, well paid, and ideologically-fanatical private citizens known to use violence to achieve their goals…all emplaced in strategic cities around the country, embedded with local politicians, and running intelligence networks of their own, serving as the eyes and ears on the ground for the White House….all of which is funded openly by taxpayers.Furthermore, the announcement of raising taxes while establishing a federally directed, taxpayer-funded climate militia during the lead up to an election is generally not advised among political systems seeking to legitimately engage in the electoral process. As such, this is likely not a concern for the White House at this time.Analyst: S2A1//END REPORT//

//The Wire//2130Z April 25, 2024////ROUTINE////BLUF: PROTESTS CONTINUE AT MAJOR UNIVERSITIES. BELARUS ALLEGES LITHUANIAN DRONE ATTACK.// -----BEGIN TEARLINE------International Events-Europe: Belarus has revealed that KGB agents have foiled a plot to conduct a drone attack on targets in Belarus from neighboring Lithuania. Though few details of the alleged plot have been made public, rhetoric from Belarussian President Lukashenko has increased in severity (moreso than usual). AC: While Lukashenko’s rhetoric is not taken seriously most of the time, this may lead to yet another political milestone being reached, as this is essentially a formal accusation that a NATO member has directly attacked Belarus. The truth of the matter likely will not be known for some time (if ever), but this could lead to even more souring of relations as priorities shift and realign as Europe begins to eye a post-war Ukraine.-HomeFront-USA: As expected, unrest continues at many major universities and Ivy League institutions around the United States. Many of the pro-Palestine protests at universities around the country have been host to immediate mass arrests, and overwhelming responses by authorities to remove encampments. However, demonstrations continue not without disruptions. The University of Southern California has canceled their main commencement event due to the unrest, and Columbia has moved all students to an online class schedule as encampment events continue.-----END TEARLINE-----Analyst Comments: Most demonstrations continue to some degree, as the conglomeration of politically leftist groups engaging in these events take advantage of substantial funding to sow discord during this protest season. As many citizens rush to support one side or the other, a separate observation is the expediency and decisiveness by which authorities have acted upon these demonstrations, but not others. To the casual observer, this results in questions remaining as to why these responses were warranted in these specific instances, but not the other situations of normalized mass rioting, chaos, and destruction over the past few years.Analyst: S2A1//END REPORT//

//The Wire//2100Z April 24, 2024////ROUTINE////BLUF: TIKTOK PUSHES BACK AGAINST DIVESTMENT MANDATE.// -----BEGIN TEARLINE------International Events-Red Sea/HOA: Overnight the UKMTO center reported an explosion in the vicinity of a commercial vessel in the Gulf of Aden. AC: Very few details have been made public regarding this incident. -HomeFront-USA: TikTok leadership has reiterated a more hardline stance regarding facing a potential ban in the United States. Following Biden’s signing of the divestment mandate, TikTok CEO Shou Zi Chew released a statement indicating that TikTok will not be divesting to an American company.-----END TEARLINE-----Analyst Comments: As a reminder, the legalities of the TikTok scandal are vastly more complicated than one might imagine. Technically, TikTok is not owned by China, or Chinese state media organizations. However, the contention arises when examining TikTok’s parent company ByteDance, which is undoubtedly run by a conglomeration of Chinese business interests, and is heavily embedded within the CCP bureaucracy. While the majority of shareholders of ByteDance are Chinese, on paper the technicalities of TikTok’s ownership are vastly more complicated. For instance, the founders of TikTok are from Singapore, and the various business dealings and registrations of TikTok have all taken place outside of China. In fact, in the early days of TikTok, it was actually registered as a business in Los Angeles. The TikTok app itself is also banned in China, with a separate app (called Douyin, also developed by ByteDance) being the way that Chinese citizens interact with a TikTok-like ecosystem. This means that per the definitions and legalese of the law that was passed, TikTok may already fall under the category of being an American company anyway. While the CCP influence (and undoubted surveillance) is palpable on the TikTok platform, it’s unlikely that China would seek to invest such overwhelming surveillance infrastructure in a system that can be easily banned with the stroke of a pen. Consequently, it’s unlikely that any legal or Congressional action on the matter will have any impact on American’s use of TikTok at all. In fact, the banning of technology that is already easy to circumvent will probably have the opposite intended effect. The use of VPNs to access banned content in the United States is already quite popular. Likewise, the side-loading of apps banned by mainstream app stores is also fairly common. Normalizing the use of clandestine tactics to bypass government restrictions may result in the zero-sum game of political power suffering in the long run as ancient mentalities in Congress are unable to comprehend the basics of internet use.Analyst: S2A1//END REPORT//

//The Wire//2100Z April 23, 2024////ROUTINE////BLUF: PROTESTS BEGIN TO HEAT UP IN USA. EARTHQUAKES CONTINUE IN TAIWAN.// -----BEGIN TEARLINE------International Events-Taiwan: Aftershocks continue following the recent cluster of earthquakes to strike the nation. Last night over 12x earthquakes with a magnitude over 5.0 were observed, including at least one with a magnitude of 6.3. This is in addition to the hundreds of smaller aftershocks that have occurred regularly over the past few weeks. AC: So far, damage reports have been minimal compared to previous quakes. Fortunately, the technology and semiconductor industry has largely not been negatively affected by the recent geological events beyond minor damage and production downtime.-HomeFront-USA: Mass well-funded protest season has begun once again following pro-Palestine demonstrations in many major cities, and at several major universities. Over the past few days, various groups have staged sit-in demonstrations, declared “autonomous” or “liberated” zones, and the like at several major universities around the country. Many of these demonstrations have been quietly shut down after some time, particularly those which have focused on establishing encampments in university common areas. Clashes with police have been reported sporadically, as protesters dig in for the long-haul protest season.-----END TEARLINE-----Analyst Comments: The rise in springtime protests is obviously expected, along with the substantial funding and organization that most demonstrations present. Consequently, as warmer weather makes public engagement more likely, understanding the local ideations for demonstrations will be important moving into the summer. Additionally, as most of these demonstrations are heavily influenced from a number of differing directions, care must be taken in the observation of protests, which can take a turn for the worse at any moment.Analyst: S2A1//END REPORT//

//The Wire//2130Z April 22, 2024////ROUTINE////BLUF: TENSIONS RISE IN AFRICA. CONGRESS HIGHLIGHTS D.C. PRIORITIES WITH LATEST BILLS. EARTHQUAKE STRIKES TAIWAN.// -----BEGIN TEARLINE------International Events-Niger: The situation remains tense following multiple developments in the region over the past few weeks. Following the coup last year, the status of American involvement in Niger has remained delicate, with the ruling military faction not approving of the American presence at Base 201, as well as in Niamey. A few weeks ago, Niger demanded that the United States leave Niger, and has (in effect) established a no-fly-zone over the base, preventing Americans from receiving logistical aid. Consequently, and after a few Congressmen were contacted by their constituents at the base, what has quietly become a large-scale hostage situation has become public.Taiwan: This morning several earthquakes again struck the island, the strongest of which had an estimated magnitude of 5.8. Around a dozen separate earthquakes have been reported, which may be aftershocks related to the previous swarm of earthquakes.-HomeFront-Washington D.C. – Over the weekend, all of the recent allegedly hotly-contested bills passed in Congress. All of the funding bills passed with zero changes, along with the Tik-Tok ban bill, and the renewal of FISA Section 702 to continue warrantless surveillance of all Americans (except members of Congress). AC: Passing a bill to ban a social media app due to Chinese surveillance, while literally using the color of law to remove the 4th Amendment is not merely ironic, but a deliberate message to the American people. As illegal surveillance is an American pastime at this point, solidifying these actions publicly is merely ‘checking the box’ to improve the efficiency of the already-streamlined political targeting process. The U.S. Equal Opportunity Employment Commission has sued the Sheetz gas station/convenience store chain, alleging that conducting background checks on employees is racial discrimination as employment is routinely denied to those with a long criminal record. This lawsuit comes less than 24 hours after Biden made a campaign stop at a Sheetz in Pittsburgh, which did not go as well as planned due to a lackluster response to his presence by staff and customers. AC: Though the implications of this lawsuit will potentially result in interpretations not intended by the White House, separately, the message to the American business owner is quite clear, especially those which may become host to a campaign event.-----END TEARLINE-----Analyst Comments: The various factions at play in Niger have described the situation on the ground in vastly different ways. The Nigerien government has stated that they will agree to “release” 1,000 American “prisoners” at the base, in exchange for taking control of the airbase itself. From the American perspective, the situation is likely not that severe; the combat power at Base 201 (and at the Embassy in Niamey) is more than enough to decimate the majority of Niger’s military rather quickly. However, both military leaders and diplomats involved in the situation likely want to avoid this situation out of political convenience, which despite an American military advantage being obvious, can be made more militarily complicated by the Nigeriens. As America’s forays in Africa often meet unexpected and politically-impacting ends, it is likely that the U.S. seeks to withdraw from this base quietly.

The Wire Weekly Rollup - April 14-20, 2024
//The Wire Weekly Rollup//April 14-20, 2024//-----BEGIN TEARLINE------International Events-Australia: Following the Bondi Junction Mall stabbing attack last week, another (probably unrelated) attack was carried out at the Christ the Good Shepherd Church in Sydney. Bishop Mar Mari Emmanuel, a prominent and internationally famous clergyman, was stabbed by an assailant during services Monday evening. The Bishop survived the attack, possibly due to the assailants weapon failing to open. However, the Bishop and several others were hospitalized due to injuries sustained during the attack. The incident is allegedly being investigated as a terror attack, and the assailant (a minor) remains hospitalized following injuries he sustained during the attack.Following the incident, a large crowd immediately formed to demonstrate outrage of the attack. Several thousand people have demonstrated against the protections granted to the attacker by police. Several raids have been conducted around Sydney to arrest and charge people who demonstrated outside the Church after the incident. Overwhelming censorship and police activities have resulted in the victims of the attack being victimized again by authorities who seek to crack down on those who dare to express outrage over the recent attacks. In response to the informational crackdowns, NSW Police Commissioner Karen Webb stated: “police will be the source of truth”.Middle East: Tensions escalated this week following the Iranian counterattacks on Israel last Saturday. This week, Israel responded in kind by carrying out several drone attacks on military facilities throughout Iran, the most substantial of which appears to be a drone attack on Isfahan Air Base. As with Iran’s initial counterattack, Israel’s retaliation appears to have caused little damage.-HomeFront-USA: On Monday, coordinated demonstrations to impact transportation were observed to be conducted by various well-funded groups affiliated with various pro-Palestine movements and various climate agendas. The Brooklyn and Golden Gate Bridges were targeted by demonstrators, along with several airports and other transportation venues. Most demonstrations were disrupted after some time, though many delays and logistical problems were caused by protesters.Pennsylvania: A fire broke out at the Scranton Army Ammunition Plant Monday afternoon. Though this facility is a major military arms and explosives production facility, the fire was minor and brought under control quickly by firefighters. The cause of this fire is unknown, and an investigation is underway.-----END TEARLINE-----Analyst Comments: As information warfare remains at the forefront of all activities in the Middle East, it may be premature to assume that diplomacy will result in a cooling of tensions. Following Iran’s ineffective strike on Israel, and Israel’s ineffective strike on Iran, it’s easy to forget what led to this latest escalation in the first place. Israeli efforts to directly target the Iranian diplomatic post in Syria was without question intended to spark a widening of the conflict. The military value of striking an embassy compound was negligible on Israel’s part as the military leadership killed in the strike were not particularly valuable targets in the grand scheme of the conflict. Additionally, Israel only changed positions after being deliberately and openly told by the White House that the United States is concerned that Israel is trying to drag the US into the conflict openly. The sheer frankness of this admission is honestly surprising at this stage in American politics; normally these kinds of sentiments are expressed behind the closed doors of strategic ambiguity. Only after the U.S. openly stated it will not back up an Israeli counter-counterattack in Iran does Israel launch an attack so ineffective that Israel no longer wants

FIRE INCIDENTS CONTINUE IN CANADA.// -----BEGIN TEARLINE------International Events-Canada: A fire broke out in the control tower of the old Goose Bay Airport in Newfoundland and Labrador. Evacuations were ordered as the fire approached nearby storage facilities housing explosive materials. The cause of the fire has not been publicly released.Australia: Following the stabbing attacks in Sydney, several crackdowns have been reported, including raiding the homes of those who demonstrated outside the Christ the Good Shepherd Church where Bishop Mar Mari was stabbed a few days ago. Additionally, authorities have been instrumental in censorship and the control of information regarding recent events, with NSW Police Commissioner Karen Webb deliberately stating “police will be the source of truth”.-HomeFront-Washington D.C. – Title IX of the Education Amendments of 1972 has been altered significantly, removing almost all of the former protections for women under this law. This highly controversial move means that there will be no separation of any kind between men and women within the context of the educational system, including restroom and locker room use, sporting events, scholarships, etc. This move also mandates the use of pronouns on a federal level, treating a pronoun violation with the same legal severity as harassment allegations. AC: Once the general public has time to read through the 1,500+ pages of changes, the true realization of how significant this action is may become apparent. Of note, this radical change of existing code does not apply to just universities, this applies to all K-12 educational institutions as well as Headstart programs that receive federal funding. Women who don’t approve of men being in their locker rooms can now be criminally charged with harassment in every single public educational institution in the United States. Additionally, based on recent court cases, even private schools may be subject to Title IX regulations in the event that a school receives a tax benefit, though more legal precedence is needed.-----END TEARLINE-----Analyst Comments: As expected in most western societies, citizens now have to consider the follow-on effects of traumatic incidents. Citizens have to expect both deliberate attacks by terror groups, and the subsequent targeting by authorities that cracks down on the victims of such crimes who are outraged by terrorism, instead of the perpetrators. Somehow, even in 2024, this is a controversial idea, but true nonetheless, and an unfortunate planning factor for populations post-incident. Being aware of the potential for horrific incidents is important enough, but equally important is being aware of the atmospherics post-incident, and the potential for authorities to take advantage of the crisis to make good on long-standing desires to implement more strict policies.Analyst: S2A1//END REPORT//

The main thrust of the attack appears to have taken the form of a drone attack on Isfahan Air Base, which appears to have not resulted in much damage.-HomeFront-New York: A man self-immolated outside the courthouse where Donald Trump’s latest trial was taking place in Manhattan. The name of the man has not been confirmed by authorities, however a manifesto that went live during the incident indicates the man was Max Azzarello. His condition is unknown. AC: As this incident is still developing the reasons for this extreme action are not immediately clear.-----END TEARLINE-----Analyst Comments: Following the revelation of the ineffectiveness of the attacks in Iran, Israeli-linked media accounts have spun the incident as not being officially sanctioned by the Israeli government…face-saving actions are only diplomatically valuable when the strike itself is effective. Consequently, it’s possible that the attack was so ineffective that Israel no longer wants credit for it.As the conflict in the Middle East remains a delicate balance of face-saving actions and international pressure, it is likely that both Iran’s counterattack, and Israel’s response to the counterattack were intended to appear to their citizenry as effective, without actually causing much damage. Iran’s strike occurred with many hours warning, and Israel’s response was similar to recent strikes carried out in Iran over the past couple of years. However, some details of the Israeli attack do not add up, such as Iranian statements that the attack took place using small quadcopters. If true, Iranian forces have much larger problems ahead, as these platforms only have a range of a few miles, meaning Mossad operatives would have to be extremely close to their targets inside Iran. In the past, larger drones were used (such as in the attack in Kermanshah a couple of years ago) and allegedly launched from semi-autonomous regions of Kurdistan in northern Iraq, the close geographic proximity of these locations allowing for the use of smaller drones to conduct the attack. Isfahan Air Base is vastly outside the range of any small drone system, so the seemingly minor details of this attack being carried out by small quadcopters is either factually inaccurate or the attack was launched from within Iranian territory. As a result, the possibility must be considered that more attacks and/or sabotage activities may be conducted in Iran over the next few days/weeks.Analyst: S2A1//END REPORT//

//The Wire//2100Z April 18, 2024////ROUTINE////BLUF: 911 CALL CENTER OUTAGE REPORTED OVERNIGHT. EXPLOSION AT BAE SYSTEMS FACILITY IN MONMOUTHSHIRE.// -----BEGIN TEARLINE------International Events-United Kingdom: An explosion was reported at the BAE Systems munitions factory in Monmouthshire. The explosion occurred at a remote part of the facility where munitions were being manipulated by remote control. No injuries were reported, and blast containment procedures were reported to have functioned as designed.-HomeFront-USA: Last night a cascading failure of 911 call center services impacted many states around the country. Services have mostly been restored as of this report. No official word on the cause of the outage, however unconfirmed rumor suggests that a fiber optic cable being cut may have been the cause for the incident. In Congress, the U.S. Senate votes to dismiss the impeachment of DHS Secretary Mayorkas without trial.-----END TEARLINE-----Analyst Comments: While entirely possible, it is hard to imagine that a single cable being cut could impact 911 call centers in a wide range of states, among seemingly unrelated systems. However, even without knowing specifics most public infrastructure (especially telecoms) is just that vulnerable on an everyday basis. Despite the obvious vulnerabilities that have been created, many public service telecoms networks have transitioned to cellular systems, or otherwise more centralized systems which, while vastly more efficient, often times do not allow for the hardened and robust nature of more traditional networks.Analyst: S2A1//END REPORT//

//The Wire//2100Z April 17, 2024////ROUTINE////BLUF: CANADIAN PIPELINE EXPLOSION CAUSES WILDFIRE.// -----BEGIN TEARLINE------International Events-Canada: A wildfire has spread in Alberta following the explosion of a natural gas pipeline near Edson yesterday morning. Overnight the fire expanded to 10 hectares in size, and is currently being worked by wildland fire crews.Indonesia: A tsunami warning was issued for Tagulandang following the violent eruption of Mount Ruang, a major volcano located in the eastern Celebes Sea. Thousands of locals have been evacuated as the volcanic eruption continues.Georgia: Several thousand protesters gathered in Tblisi to protest a recent collection of laws which critics say allows more crackdown on dissident speech.-HomeFront-USA: Congressional Republicans have announced several new spending bills, all related to foreign aid. So far, Ukraine’s bill includes $61 billion, Taiwan’s includes $8 billion, and Israel’s includes $26 billion.-----END TEARLINE-----Analyst Comments: The cause of the initial pipeline rupture in Canada has not been publicly released, and is currently under investigation. However, due to the sensitive nature of pipeline security incidents, it is very unlikely that any details will be made public as to whether or not a security incident was to blame for the explosion. However, taking into account the very obvious atmospherics that deliberate infrastructure attacks are to be expected at this time of heightened international conflict, it would be prudent to remain situationally aware as more incidents involving critical infrastructure occur.Analyst: S2A1//END REPORT//

//The Wire//2130Z April 16, 2024////ROUTINE////BLUF: FIRE DESTROYS HISTORIC BUILDING IN DENMARK. CONCERN REMAINS IN SYDNEY REGARDING RECENT ATTACKS.// -----BEGIN TEARLINE------International Events-Denmark: The Børsen Stock Exchange building in Copenhagen caught fire this morning. This building complex was being renovated, and at the time parts of the structure were serving as office space for the Chamber of Commerce. No injuries were reported. AC: It is too soon to determine the cause of the fire. This building, originally completed in 1625, was a major local landmark in Copenhagen. However, it is noteworthy that the fire broke out exactly on the 5th anniversary of another infamous fire, the fire which destroyed a large portion of the Notre-Dame cathedral in Paris in 2019.Australia: The situation in Sydney remains tense following the stabbing attacks of recent days. Australia’s governmental E-Safety Commissioner has ordered Facebook and X to censor the stabbing video of Bishop Mar Mari Emmanuel from their platforms entirely, citing unrest concerns.-HomeFront-USA: Yesterday’s A15 protests largely resolved in similar fashion as before, following the brief disruptions of traffic at various strategic transportation centers. The Brooklyn and Golden Gate Bridges were targeted for disruption, though both demonstrations were resolved after some time as usual. The disruptions at Chicago O’Hare International Airport were resolved as well.Pennsylvania: A fire broke out at the Scranton Army Ammunition Plant yesterday afternoon. Though this facility is a major military arms and explosives production facility, the fire was minor and brought under control quickly by firefighters. The cause of this fire is unknown, and an investigation is underway.-----END TEARLINE-----Analyst Comments: As is common throughout most governmental systems around the world, every tragedy shall serve as a vehicle by which policy can stand. In Australia, the censoring of content regarding the attempted assassination of a prominent Christian Bishop is not unexpected, but indirectly confirms the boiling point that many societies are reaching. Australian authorities banning the evidence of the attack strongly implies that anyone who sees the content will be outraged, and may take actions of their own. Similar messages are lost by the immediate push to get through the latest batch of knife-control legislation…actions that by now are a massive swing-and-a-miss with regards to the atmospherics and social leanings of those in society who have already been pushed to their absolute limit over the past few years. By choosing to focus on “radical” elements, Australian politicians and authorities are ignoring the “radicalizing” elements/events in the first place, and by cracking down on the former authorities admit the latter does exist.Analyst: S2A1//END REPORT//

//The Wire//2130Z April 15, 2024////ROUTINE////BLUF: CHRISTIAN BISHOP STABBED IN SYDNEY DURING SERVICES. WORLD AWAITS ISRAELI RESPONSE TO IRANIAN COUNTERATTACK.// -----BEGIN TEARLINE------International Events-Australia: Bishop Mar Mari Emmanuel of Christ The Good Shepherd Church in Sydney was stabbed by an assailant during a livestream of Bible Study services Monday evening. During the stabbing attack, four people were also reportedly injured while counterattacking the assailant. The Bishop remains hospitalized with non-life threatening injuries and is in stable condition. This attack follows another stabbing attack in Sydney that left 6x dead on Saturday. AC: As Bishop Mar Mari is very well known throughout the area (and is internationally famous as well), civil unrest resulted immediately following the incident. An extremely large crowd of several thousand people gathered outside of the Church following the attack, many of which appeared to have the intent to confront the assailant (who by that time was in the care of police).Middle East: The situation throughout the region remains volatile following the Iranian drone swarm attacks Saturday evening. AC: Most details of the attack are impossible to verify with any reliability due to the information warfare engaging in by both sides. Iranian forces appear to have targeted remote Israeli military bases, complicating efforts to assess battle damage in a heavily influenced information space.-HomeFront-USA: This morning pro-Palestine protesters blocked the entrances to Chicago O’Hare International Airport, causing thousands of passengers to either walk to their terminal or miss their flight. Similar disruptions were also reported on the Brooklyn Bridge in New York. AC: As evidenced by the higher-level organization and logistics present at these demonstrations, this is part of a much larger and more coordinated pro-Palestinian movement. Dubbed the “A15 Day of Action”, this is one of the many “days of action” that have become routine around the world among pro-Palestinian populations. Most of the regular demonstrations are carried out in Europe, but more deliberate and organized efforts have been growing throughout the United States over the past few weeks.-----END TEARLINE-----Analyst Comments: Diplomatically, the nature of the Iranian counterattack was likely intended to respond directly, while still allowing fairly effective defensive actions. Regardless, the world awaits further actions as the ball is now in Israel’s court. It is hard to imagine Israel not reacting militarily, despite the one-and-done nature of the Iranian attack (and the losses taken in Gaza). However, a response is expected due to the original strike in Damascus almost certainly intending to elicit this very response from Iran.Analyst: S2A1//END REPORT//

The Wire Weekly Rollup - April 7-13, 2024
//The Wire Weekly Rollup//April 7-13, 2024//-----BEGIN TEARLINE------International Events-Middle East: Tensions remain high in anticipation of the Iranian response to the Israeli strike on the Iranian Embassy in Damascus. The timing for such retaliatory actions is not known, though Israeli forces have been warning of a potential imminent ballistic missile attack for about a week. American forces throughout the region have also been maneuvered into more strategic positions, probably to attempt the interception of Iranian ballistic missiles when the attack does occur. As the world awaits the latest escalation of the conflict, Iran seized a container ship in the Strait of Hormuz this week. The M/V MSC ARIES was seized while attempting to transit the maritime chokepoint, signaling a potential escalation of the conflict with regards to maritime targeting. AC: Though the hijacking of commercial shipping is very commonly conducted by Iranian forces, the ships normally hijacked are oil tankers, which are targeted for financial reasons. The seizure of a container ship is new, and may signal a change in Iranian policy with regards to the Strait of Hormuz waterway.-HomeFront-USA: The U.S. House of Representatives has voted to renew Section 702 of FISA. The bill now heads to the Senate, where it is expected to pass.New York: The M/V APL QINGDAO lost propulsion while transiting the Kill Van Kull waterway at approximately 08:30 pm Sunday evening. The QINGDAO lost power just north of the Verrazzano Bridge, but tugboats were able to bring the vessel under control before any damage occurred.-----END TEARLINE-----Analyst Comments: Though the actions of American politicians in Congress are not surprising, the public nature of the corruption and obvious bribery/blackmail surrounding the renewal of Section 702 is quite concerning. The lack of any concern whatsoever about the perception of corruption strongly indicates that very little rule of law remains a part of the American political system, with factional allegiance, interest groups, blackmail, and open bribery being the primary means by which policy is conducted, publicly. For instance, many Congressmen report that AG Garland personally called them to pressure elected officials to vote for the renewal. Likewise, Speaker Johnson himself was against the renewal at first, but immediately became one of its most ardent defenders following one single “intelligence briefing”. The truth of the matter is blatantly clear; federal agencies are strong-arming Congressmen openly and publicly instead of behind closed doors as was customary in the past.Analyst: S2A1//END REPORT//

//The Wire//1900Z April 13, 2024////ROUTINE////BLUF: STABBING ATTACK IN SYDNEY LEAVES 6 DEAD. IRAN SIEZES ISRAELI CARGO SHIP.// -----BEGIN TEARLINE------International Events-Australia: A stabbing attack at the Westfield Bondi Junction Mall in Sydney has left 6x dead, and 8x people wounded. The attacker was shot and killed at the scene by police. AC: Authorities have not revealed the name or background of the assailant, other than that he was known to authorities and reportedly had a history of violent encounters with police. Authorities have also stated that the attack was not terrorism. This is almost certainly a blatant fabrication as the basic details of the attack strongly indicate what would normally be considered to be a terror attack.Middle East: Iranian forces have seized the Israeli-linked container ship M/V MCS ARIES in the Strait of Hormuz.-HomeFront-New York: A riot broke out between police and Palestinian supporters in midtown Manhattan following weeks of increasingly more kinetic demonstrations. AC: In the United States, the wide-ranging nature of pro-Palestinian groups and demonstrations is not easy to discern; the tangled web of political ideologies and allegiances is often contradictory and confusing.-----END TEARLINE-----Analyst Comments: Though the hijacking of the M/V MSC ARIES is par for the course, the implications of what this attack may suggest can be more serious than first realized. Iran occasionally (but regularly) hijacks ships transiting the Strait of Hormuz, so the targeting of an Israeli ship at a time of increased tensions is not unexpected. However, Iran normally seizes oil tankers, not container ships. As a result, questions remain as to if Iran has decided to implement a Houthi-like blockade of the Strait of Hormuz. If so, serious escalations of the conflict will likely occur. The blockade of the Strait of Hormuz has been a wartime training scenario for decades, considering the impact that this maritime chokepoint has on global economics.Analyst: S2A1//END REPORT//
