There has been a lot of discussion surrounding congestion pricing here in the NY/NJ Tri-state area, as NYC prepares to vote on a plan to implement congestion pricing to reduce congestion and bolster mass transit use. Carter Rubin earned his Master's in Urban and Regional Planning from the University of California, Los Angeles, where he focused on transportation, land use, and parking.
